NEARCP Unsung Hero Award
In Memory of Michael Leis
Michael Leis was a caring and inspiring volunteer for NEARCP for more than 10 years. Without staff, Michael filled in as administrator, tech support, web developer, data analyst, photographer and general creative problem-solver. Even though he had a lifelong career as a successful hardware engineer with dozens of patents, nothing was beneath him and he took joy in learning new skills. He oiled the wheels of the Association. He had a quiet presence; in the background he saw what needed to be done or fixed and quietly did it, without asking for recognition. He believed in treatment courts and was proud of the Association. We honor him as our first Unsung Hero. Thank you for making Michael’s memory a blessing.
2025 Unsung Hero Award Recipient: Tim McNamara
NEARCP congratulates our 2025 Unsung Hero, Tim McNamara, Recovery Court Coordinator, Hillsborough County South Adult Recovery Court, New Hampshire, and recognizes with deep gratitude the contributions of all the nominees.
Thank you to those who donated to the Unsung Hero award in memory of Michael Leis, making this award possible.

What To Expect
The NEARCP Annual Conference is designed to provide a rich blend of hands-on learning opportunities by means of workshops, panel presentations, forums, and keynote speakers.
The conference is expected to attract around 700 professionals from multiple disciplines (health professionals, mental health and substance use disorder clinicians, doctors, criminal justice professionals, probation officers, judges, prosecutors, defense attorneys, corrections, law enforcement, recovery support staff and advocates, state and community groups) from the New England states, reflecting a wide diversity of experience with treatment court programs, often ranging from under one year to 25 years.
Conference Goal
The goal of the conference is to promote an exchange of information, experiences, collaboration, and networking among criminal justice, treatment court, and healthcare professionals, as well as community/state leadership in the New England states regarding promising programs and strategies that have proven their effectiveness.
